Goals and Objectives of the Board: Dr. Moore stated the goals and objectives of the Chemistry Advisory Board as being: (1) to serve as an advocate between the Chemistry Department and the University administration, and (2) to review the chemistry curriculum in order to determine whether the course offerings match well with the skills required of graduating students by the industry. Dr. Moore mentioned the need to help the Chemistry Department with fundraising outside federal research dollars (for example, to develop an Endowed Chair position, as was previously suggested by Dr. Bramwell). He also stated the general need to assist the Chemistry Department with information about scholarships, internships, and placements for students, along with identifying research opportunities that would benefit the undergraduate chemistry students. Introduction: Dean Sharpe welcomed the Chemistry Advisory Board. He mentioned the names of the three departments (Biological Sciences, Chemistry, and Mathematical Sciences) that comprise the newly formed College of Life and Physical Sciences. Dean Sharpe mentioned about his background in engineering and his experience in managing the TLSAMP program. He stated his wish to create an Advisory Board at Deans level, and mentioned that, similar to the Chemistry Department, the Biological Sciences Department is also planning to establish an Advisory Board. Official Charge to the Board: Dean Sharpe gave the official charge to the Chemistry Advisory Board. He asked the Board to provide suggestions and feedback to the Chemistry Department Chair, serve as an advocacy group, review chemistry course offerings, assist with fundraising, serve as a point of contact for faculty and students, and provide information about student internships. He, additionally, asked the Advisory Board to review its own role, so that it could provide the best advice for enhancement of the Chemistry Department. Program Overview: Dr. Karim provided an overview of the Chemistry undergraduate and graduate programs, American Chemical Society (ACS) certification, number of faculty (full-time and adjunct), staff, and students, graduation rates of students, number of faculty publications, and amount of external funding procured by full-time faculty members. A general discussion ensued about the low graduation rate of undergraduate chemistry students, problems with student retention, and steps to retain students and increase their graduation rates. One of the causes of the low graduation rates was certain students getting accepted into pharmacy schools and leaving the Chemistry Department prematurely, before graduation. Dr. Sutton suggested that the Chemistry Department should get some type of credit in this situation, and Dr. Barnett mentioned that the Tennessee ӰԺַ Board of Trustees should be informed and educated about this matter. Dr. Karim mentioned that he will be emailing the Chemistry Advisory Board members the descriptions of various courses, in order to obtain suggestions regarding any new courses that need to be developed. Discussion and Approval of the Bylaws: Dr. Moore read the bylaws and each Article was discussed in detail. The following changes were suggested by various members, and agreed upon- Article I In the fifth line of the second paragraph, the term Board of Trustees should be added after Tennessee ӰԺַ. Thus, the particular sentence in the second paragraph should appear as follows: The officers and members will not be held liable by either the Department, the College of Life and Physical Sciences, Tennessee ӰԺַ, or the Board of Trustees for failure to act upon any matter presented to the Advisory Board. Article II No change was suggested. Article III The last four points should be re-alphabetized as I, J, K, and L. -In point K, the word of in the second line should be deleted, and the first sentence should appear as: The Board shall advise the Department with respect to whether the programming and services are meeting the specialized educational needs of the society, and may make such recommendations as it considers appropriate to meet such needs. -In point L, the last four lines should be deleted, and the sentence should appear as: The role of the Board shall be solely advisory in nature. In no event shall the Board have any authority to exercise any control over the daily management or operation of the Department. Article IV A new point (B) should be added after point A. This new point B should appear as: The Co-Chair will help the Chair of the Advisory Board with the overall performance of the Board. The original point B should be changed to C. Article V Suggestions were made to re-word and eliminate certain points. -Point A should be re-worded to reflect more than one Board meeting and additional on-call meetings, as follows: The Board will meet a minimum of once per year in the Department of Chemistry at Tennessee ӰԺַ. Additionally, on-call meetings will be accommodated as required. -Points B, D, and E should be eliminated. -In point F, the term motion should be changed from singular to plural, and the sentence should appear as: The quorum required for approval of motions related to agenda items requiring a vote will be by simple majority. -In point G, the word meeting (after said) should be changed to minutes. The point should appear as: Secretary of Board will keep the minutes of the meetings and send said minutes to the Board members within 30 days from the date of any meeting. -A new point was added after point H. The new point should appear as follows: An executive session may be called as deemed necessary. -All points should be re-alphabetized. Article VI Point B should be broken into two separate sentences as follows: Emeritus Board members will be invited for special activities and events of the Department, will have access to minutes of the meetings and other appropriate information upon request and may be called upon for advice and consultation on matters of importance to the Department. However, the position is honorary with no obligation for the performance of any specific duties. Election of the Chair and Vice-Chair of the Board: Elections of the Chair and Vice-Chair were postponed until the next Chemistry Advisory Board meeting (to be held in mid-July). Dr. Pritchett suggested for the Advisory Board members to share short biographies of themselves prior to the election of Chair and Vice-Chair. Dr. Fadeyi suggested for pictures of Board members to be included with their biographies. The Advisory Board members were asked to send their biographies to Dr. Moore at jmoore17@tnstate.edu.
